A Melbourne homeowner is comparing two compact granny flat designs. One has a flat ceiling throughout. The other has a higher, raked ceiling over the living area and immediately feels more spacious.
The second option looks better in the render, but it also raises practical questions. Does the whole dwelling need the same ceiling height? Will a higher roof affect setbacks or neighbouring properties? What happens to insulation, windows, lighting and the delivery of a modular building?
Ceiling height is both a compliance detail and a design decision. The useful comparison starts by separating internal room height from the external height of the building.
What is the minimum ceiling height for a granny flat?
The National Construction Code Housing Provisions set minimum heights for rooms and other spaces in residential buildings.
For a standard flat ceiling, the key figures are:
- 2.4 m for a habitable room other than a kitchen
- 2.1 m for a kitchen
- 2.1 m for corridors and most non-habitable rooms, including bathrooms, laundries, sanitary compartments, pantries and storerooms
Bedrooms and living rooms are habitable rooms, so the 2.4 m requirement is the usual starting point for those spaces. These are minimum compliance dimensions, not a recommendation that every room should be designed to the lowest allowable height.

How are raked and sloping ceilings assessed?
A raked ceiling does not need to be 2.4 m at every point in a habitable room.
Under the NCC room-height provisions, a habitable room with a sloping ceiling generally needs at least 2.4 m over two-thirds of its calculated floor area. Areas below 1.5 m are excluded when that floor area is calculated. Different provisions apply to attics and non-habitable spaces.
This matters because a floor plan can show an attractive roof line without showing how much usable room area sits beneath the lower edge. Ask for the low point, high point and the area that satisfies the required height, not just the maximum ceiling dimension.
The final interpretation belongs in the approved building documentation. A marketing image or supplier specification is not a substitute for that check.
Internal ceiling height is not external building height
The internal dimension is measured inside the finished room. External building height includes the floor system, ceiling and roof construction, and its relationship to natural ground level.
A taller internal ceiling can increase the wall or roof height, but the two measurements are not interchangeable. External height can affect siting, side and rear setbacks, amenity considerations and planning controls. Raised floor levels on a sloping or flood-affected site can also change the overall result.

Some overlays also use height conditions when determining whether a planning permit pathway applies. This is why a stated 2.7 m or 3 m ceiling height does not, by itself, confirm that a design fits a particular backyard.

Is a higher ceiling worth choosing?
In a small dwelling, extra height can make an open-plan living area feel less compressed. It can also support taller windows, improve the sense of daylight and create a stronger visual separation between living and sleeping zones.
That does not mean higher is always better. Consider:
- whether the extra volume will be heated and cooled efficiently
- where warm air may collect under a raked ceiling
- whether a ceiling fan, high-level windows or shading are needed
- how pendant lights and downlights will be accessed
- whether full-height cabinetry still works against the roof shape
- how acoustic insulation and service routes are resolved
- whether the added structure and finishing are included in the quote

Why modular construction needs an early height decision
For a modular granny flat, ceiling and roof choices should be resolved before manufacturing begins.
The design team may need to coordinate:
- the finished floor-to-ceiling dimension
- floor, roof and insulation build-ups
- structural members and service cavities
- module transport dimensions
- lifting and site access
- roof sections completed in the factory or finished on site
- junctions between modules
A taller ceiling may be entirely practical, but it should be priced and engineered as part of the complete system. It should not appear late as a cosmetic upgrade that changes transport, structure or site work.

Use the same questions when comparing plans or quotations:
- What is the finished floor-to-ceiling height in every room?
- For a raked ceiling, what are the low and high points?
- How much floor area satisfies the applicable NCC room-height requirement?
- What is the maximum external building height from natural ground level?
- Do higher walls or roof sections change setbacks or planning checks?
- Are insulation, structure, lighting, fans and high-level windows fully documented?
- Does the height change transport, cranage or site completion work?
- Is the selected ceiling included in the quoted specification?
These questions turn a visual preference into a buildable, comparable specification.
The practical takeaway
For most granny flat bedrooms and living rooms, 2.4 m is the key minimum room-height starting point. Kitchens and many non-habitable spaces have a 2.1 m minimum, while raked ceilings are assessed across the relevant floor area.
Compliance is only one part of the decision. The right ceiling also depends on daylight, thermal comfort, roof construction, external building height, site levels, boundaries and budget.
